Casual assessment of projects
The Irregular Inspection Act of Advancing Service for People for the
Executive Yuan Subsidiary Bureaus, issued by the Executive Yuan on
July 6, 2000.

I.This very provision is in accord with "The Regulatory Flexibility Act of Advancing Service for People for the Executive Yuan Subsidiary Bureaus," issued by the Executive Yuan.
II.Inspection and evaluation objectives:
All of the Executive Yuan Subsidiary Bureaus in charge of application work.
III.Inspection and evaluation procedures:
The results of this evaluation are primarily based on self-evaluation by the chief department of the bureau itself. In addition to this, inspectors from the Research Development and Evaluation Commission Executive Yuan (RDEC) randomly inspect and evaluate the subsidiary bureaus:
1.Evaluation by the chief department of the bureau.
(1)The chief department shall formulate the procedure and related process which be used for random evaluations and inspections on its subsidiary bureaus.
(2)Content of evaluation:
i.Attached enclosure No 1 is refers to the maintenance of the
office environment, set-up and functions of the counters, counters'
signs, facilities for the visitors, staff Ids and nametags on the
counter, operation and signs for duty substitutions, friendly attitude
and efficiency, visitor survey, information promulgation of government
policy and enactments, as well as phone conversation testing. The
chief of the department shall periodically evaluate each of the subsidiary
bureaus.
ii.Should the bureau itself modify the contents of inspections
and evaluations to adapt to its own mission, the new contents of evaluation
should be announced on the website and an official copy should be
delivered to the Executive Yuan.
(3)The result of evaluation:
I.The chief departments of all bureaus should deliver official
copies of the evaluation results to the subsidiary bureaus and make an
announcement on their own websites.
II.The chief departments of all bureaus shall deliver official
copies of the six-month evaluation to the RDEC every January and July.
III.All bureaus shall announce the results of the evaluation to all staff
to improve the service and functions.
IV.A reward and penalty system shall be established according to
the results of the evaluation.
2. Evaluation by the Research Development and Evaluation Commission Executive Yuan.
(1)RDEC inspectors will do random evaluations concerning the
overall service to people provided by all subsidiary bureaus. Inspectors
should show official IDs when evaluating and request meetings with
bureau evaluation agents to get all necessary information and documents.
(2)Evaluation contents:
The actual service of the bureau and its self-evaluation, chief managers'
actual participation in improving services, the procedure of applications,
how the complaints and suggestions are replied to, cooperation between
bureaus, special services, bureau website establishments and computerized
services, as well as phone conversation manners. Please see enclosure
No 2.
(3)A bureau may be chosen for random evaluations if:
a.It hasn't signed up for "Rewards and Evaluation of Quality
Service" held by the Executive Yuan for the first half year.
b.It was requested to improve on the initial evaluation.
c.It was suggested to show improvement by chief departments.
d.It was suggested to show improvement by the public's sentiment,
which indeed require investigation.
(4)Procedure and schedule: The actual evaluation procedure and
schedule is settled by the RDEC.
(5)The Evaluation Result
a.Valuable evaluation information for the benefit of improving
the services of all bureaus and useful suggestions will be promulgated
and sent to all chief departments and be announced to the press,
as well as posted on the RDEC website.
b.After receiving the official evaluation letter from the RDEC,
the chief departments shall supervise the subsidiary bureaus to
improve its service and report the progress to the chief department.
c.Apart from the supervision of chief departments, the bureaus that require
improvement will be randomly reevaluated by the RDEC.
