The MTAC Scheme of the "Six Reduction Act" as issued by the Executive Yuan
 
Pre-communication must be implemented for the reduction of excess documents.

I.This scheme is based on the "Six Reduction Act" issued by the Executive Yuan on April 11, 2001. File No: Tai 90, Ten-Guan 0008694
 
II. Purposes of the scheme
For the efficiency and quality of administrative work, the "Six Reduction Act" for the subsidiary bureaus was issued by the Executive Yuan for the express purposes of "reduction of excess effort", "reduction of excess documents", "reduction of excess enactments", "reduction of excess meetings", "reduction of excess phone communication" and "reduction of excess official report writing." The MTAC hereby established this very scheme to fulfill the act.
 
III. The essence of the scheme
1. Reduction of excess effort: To examine the content of present services which increase the assignment of >routine procedures for private enterprises, in order to reduce the unnecessary work and printing.

2. Reduction of excess documents:
a. A standard procedure and verify system should be established. Online applications are desirable.
b. Pre-communication should be implemented to reduce excess procedure of official documents.
c. Broadcast announcements to all units on the website or send emails. Information and reports of respective units shall be saved in Network Neighborhood.
d. Routine documents should be signed as "draft in lieu of office note" instead of "draft together with office note."

3. Reduction of excess enactments:
a. Examine the present enactments and distinguish the levels and authority of validation to avoid conflicts or ambiguity.
b. Authority should be classified to reduce the procedure of validation and conduct joint regulations as well as joint examinations.

4. Reduction of excess meetings:
a. The purpose of meetings should be clear and certain. Related tasks and pre-communication shall be repared, and meeting information delivered to participants in advance.
b. Meetings shall begin on time; time for each speech is limited. Meetings should be finished within 2 hours.

5. Reduction of excess phone communication:
a. Phone communication for official business shall be finished within three minutes if possible.
b. Greetings are desirable.

6. Reduction of excess official report writing:
a. Official documents should be clear and concise. Apart from the enclosures, keep them under 3 pages.
b. Keep the reports concise.

IV. Suggestions:
1. The unit should select key provisions from the foregoing in accord with its own mission for fulfillment.
2. An actual scheme for the procedure and fulfillment should be established.

V. A reward and penalty plan
1. The outstanding staff or units should be rewarded and commended at the end of the year.
2. Staff with excellent accomplishment on the "Six Reduction Act" shall be rewarded. The Research Development and Evaluation Commission Executive Yuan (RDEC) shall add up the credits to the regular personal evaluation as well with a public promulgation.
 

VI. This scheme has been implemented with the approval of the Chairman of the MTAC.
Specific Item Way of Implementation Major Achievements or Effects Remarks
1. Actively implement the "Six Reduction campaign" According to the "Principles of the Executive Yuan's subordinate agencies promotion of computerized single counter operation of public application cases" Reduced operation of official document procedure to provide service to the people to avoid commuting trouble. Dealt with the third of document (types of notifications), to be notified through electronic notifications or inform directly through e-mail. This reduces wastage, to be surely conserving resources and reaching the goal of paperless and computerized world.  
2. Promote to commission civilians, and comprehensive review various operations to conduct through commissioning to the civilian agencies. The Commission has handled 22 operations through commissioning the civilian agencies. 1. The cleaning works of the Commission's office has been commissioned to the outside, saving on the manpower and preserving the quality of service through supervision to ensure the saving of expenses. 2. Commission public relations firms to organize a performance by a dance troupe around Taiwan, to save on expenses and ensure the aim of publicity.
3. Organize academic symposiums in collaboration with academic organizations to avoid double wastage of resources.
4. Commission School to conduct research on Tibetan living conditions in Taiwan, making the data much more comprehensive, and the results of the investigation to be fast and accurate for future policy reference.
 
3. Implement "reducing telephone conversation" campaign. By irregular and random checks, implement the principle of using   office telephone not more than 3 minutes, and publicize telephone courtesy. Using the system of result assessment and definitely award the excellent performer staff. To improve the level of communication between the public and the government staff, and ensure as improved quality of service.  
4. Broaden the recruitment of volunteers; promote volunteer service programs; and encourage volunteers of various service works. Strengthen the use of civilian volunteers; continue to arrange the recruitment and training of volunteers; and appoint guides of the Mongolian and Tibetan Cultural Center. The Commission has already organized the 6th session of the volunteer training program, training the volunteers to provide guide services at the Mongolian and Tibetan Cultural Centers, enabling the public to better understand the culture of the Mongolian and Tibetan Cultures.
